There were no "forbidden" names. German Jews had to add "Jacob" or "Sara" to their own names to identify them as Jews.
Think of the number of Abrams, Johanns and Marias and their derived names of Hans and Marlene there were in Germany. Add them to the non-Jews named Isaac, David, Josef, Jacob, Anna, and Sarah. A lot of time spent on paperwork to erase those names from their birth certificates.
