Not sure what the buttons are on this camera but Google how to hard reset it. On the Nikon DSLR, you hold in 3 buttons and reboots the camera if there is any issues.

I assume the lens isn't covered. Press the Menu button. IF you see the menu, the digital sensor may be damaged already. If you see nothing at all, the LCD may be busted. Either way, it'll be easier and better to just replace it with a new camera.

What "lights" are you referring to?
Are you getting any error message on the LCD?
Do you have an SD card in the camera? If not, then most camera of this type won't take a photo. Is the card formatted properly using the camera's format function? Try reformatting the memory card. When doing this, you MUST always use the camera and never any other device such as a laptop/desktop computer, tablet or even another camera even it's another Nikon. You must format the card using the camera otherwise the wrong type of formatting will occur.
Is the Nikon battery properly charged? Are you using a Nikon branded battery? If not, Nikon is known for having software/firmware in their cameras set to detect if the battery is a Nikon branded battery. If you try to use a non-Nikon branded battery, many of the Nikon cameras simply won't work.
Take the battery out and charge it up. Then reinsert it.
If that doesn't work, then it's probably time to replace the camera or at least get an estimate for repairs. Most of the time a repair on this type of camera will be in the $150 price range. You can buy a used L810 for less than this amount on eBay.
