How to remove paper bags applied to wood paneling with Elmer's white glue.?

Elmer's glue in the residential grade is not much of a glue. I would try goo-be-gone first. If that didn't work, then hot water and a hair drier. Elmer's glue is water soluble. You are probably going to loose the finish on the wood paneling.

If it's a wood glue use WARM vinegar and to be clear it does need to set on the glue for a little while to allow the vinegar time to work its "magic".
If it is regular Elmer's glue it is specifically made to be WATER SOLUBLE due to the fact that kids are known to misuse the product. The water needs to be VERY warm. Remove the bags in 2 foot by 2 foot sections. A putty knife(6") used responsibly may help. Used irresponsibly it can gouge the paneling.
Use Murphy's Oil Soap to bring back the luster without calling attention to itself.

I would say you don't, the paneling is ruined.
