can i install wood flooring and privacy fence in a patio condo?

Read the Condo by-laws. There is typically a list of things you are not allowed to do on the property. If it is unclear, draw up a plan and get WRITTEN approval before you begin the project. If your plan is rejected, ask war you CAN do to alter the plan for it to be acceptable.
Whatever you do, do not build it and ask for forgiveness rather than permission. Because you may be ordered to remove it which is a total waste of your time energy, and your money.

You are going to absolutely have to ask your condo association. No one here would have any idea whether it would be allowed.

Depends where you reside. I've seen condos that have wood tiles which you lock in place and remove when not needed. Not sure about privacy fence, maybe something frosted will not bring much attention.

Your condo rules would dictate this. Many condos require uniformity. Some are more relaxed with their rules.

No. It has to look like every other tenant’s patio. That’s one of the downsides to buying a condo.

Ask your landlord.
