Because that's where the TV studios are. It's cheap to set a show in LA because that's where the studios are. When you set a drama some place else, it becomes a lot more expensive because it means either shooting on location there or paying out the ear to make LA look like someplace it isn't. Shooting in LA but making it look like Michigan, for example, is an expensive proposition, and so is shooting on location in Michigan. Shows set in LA, though, not an expensive proposition since that's where all the studios are, including all the actors, crew, producers, etc.

A lot of TV shows and movies IN GENERAL take place in LA because it's where these people live.  So it's easy to shoot, they're familiar with it, and it's what will inspire them.

To the extent that this is true it's because that's where the film industry is located.  Since they're located in and around Los Angeles it's easier for them to set shows there since it doesn't require basing the production in some city far away from the industry and doesn't require them to pretend that LA is some other city (as many dramas do)

Because all the studios have a major presence in the area + Los Angeles has enough of a reputation for crime to make the stories believable.

It's cheap to film there.  The studios are already there.

    That's where Hollywood is.

Look at the source!  L.A. is a cesspool for crime.
