Countless buildings, but whole parts the city? Not really.

Akasaka Palace is very impressive, but hardly ever used for its intended purpose as a state guest house.

If by European style architecture, you meant anything other than classic Japanese or Asian buildings, then they are everywhere in Japan. Tokyo is riddled with tall skyscrapers. You think the Japanese invented skyscrapers? There are buildings in many places such as Yokohama, Tokyo, Osaka, and other parts of Japan that Europeans had setup trading posts and residence as far back as the 19th century; the Spanish and Dutch were in Japan since the 16th century. In the northern island of Hokkaido, nearly every building is of western style architecture.

The best European-style architecture in Tokyo and Japan are the cafes which sell chocolate cake in Tokyo and Sapporo.

None, thank goodness. Go for the local architecture.
