The Agony and the Ecstasy (1965)

    Charlton Heston as Michaelangelo.

Based on the novel of the same title by Irving Stone about Michaelangelo, Pope Julius and the ceiling of the Sistine Capel.

The Girl with a Pearl Earing - Vermeer painted the original portrait, the film is lit in similar fashion to a Dutch master’s painting.

Natural Born Killlers, has got 2d animation in it.

**** Tracy by Warren Beatty was based on a comic strip, with a comic strip style colouration.

No Idea about a film, but there was a tv series, Columbo where in one or two episodes he was after an art-dealer.

Watch Lawrence of Arabia. Be aware that it's 4 hours long if not more. It pretty much redefined the art of cinematography. There are films ABOUT artists and many or most of them aren't that good. I haven't seen Loving Vincent... There are a great many films that are beautiful and inspired by great art. Fellini films can be confusing to Americans especially, but they are beautifully filmed.

Try the "Spellbound". It contains scenes designed by Salvator Dalí. (They are surrealistic but this style corresponds to reality unlike the impressionism or cubism.)
