how can i know if my computer is configured to boot to the CD/DVD drive?

first you could try a bootable cd/dvd to see if it works or
at early load time during the manufacturers logo display press F2 key a few times (may be DEL key on some pc's)
When in bios click on BOOT tab. different bios progs present it slightly different but make sure the CD/DVD drive is ahead of the HDD. the instructions are on the R/H side of the page

This is usually set in the BIOS. On most computers, this can be accessed on startup, you will have a very limited period of time to hit a certain key to enter the settings. Look for text saying something about "Bios" or "Setup". Then go to "Boot Device Priority"
It may not be exactly as is. But it's pretty much self-explainable once you get into the setup.

most computer cd drives are built of cd drives but for dvd you should see the little dvd sign on the front of the dvd tray
